I believe Portfolio Project Leadership is a level above Portfolio Management,- it is a mandatory element for Successful Projects.  The landscape for ICT projects will change and continue to change.


ICT projects are not Projects anymore; they are Business Initiatives with hard deadlines and shorter time frames delivering more with less.  Initiatives are blended teams comprising of the initiating organisation's SMEs, 3rd Party Support Providers and various technologies.  Interdependencies with other initiatives, sometimes assigned to other teams also can occur.  Complexity and Risk are forever present, but timelines set from the business are reducing.  Business Change Management, Benefits Realisation and Value are the differentiators of Project Leaders, Technical Delivery is considered as a given by stakeholders.  This delivery paradigm requires a new agile and collaborative approach by a Portfolio Leader - command and control will not work or will unlikely be supported.


All the responsibilities of a traditional Project Manager still hold true, but the role is no longer just Managing and Reporting.  A successful Project Leader is a facilitator between stakeholders, customer and project team for ensuring that Delivering Sooner, Delivering Best, Delivering Right happens. 


What I refer to as the 3Ds of Delivery.
